볼튼 보좌관은 북한이 비핵화에 진지함을 보이는 게 중요하다고 지적했습니다.

[볼튼 보좌관] “Well I think it’s important that they demonstrate seriousness. President Trump has - believes very strongly, he talks about it frequently that the North Koreans have not tested ballistic missiles or nuclear weapons recently, that they’ve given back the remains of over 50 American service members, trying to identify who they are at this point.”

볼튼 보좌관은19일 ABC 방송 ‘디스위크’와의 인터뷰에서, 북한이 최근 핵과 미사일 시험을 하지 않고 있고 미군 유해를 돌려줬음을 트럼프 대통령이 자주 언급하고 있다면서 이렇게 말했습니다.

이어 마이크 폼페오 국무장관이 곧 4번째 방북길에 오를 예정이라며, 김정은 위원장과의 면담을 기대하고 있다고 밝혔습니다. 그러면서 방북 시기는 국무부가 적절한 시점에 발표할 것이라고 설명했습니다.

[볼튼 보좌관] “And I think Secretary Pompeo will be returning to Pyongyang soon for his fourth visit…Well that’s what we expect… That’s what - that - I think the timing will be announced at an appropriate point by the State Department. But this is to fulfill the commitment that Kim Jong-un made in Singapore, that he had previously made to the South Koreans and - and to move on with the process of denuclearization remains our highest priority.”

이는 김정은이 싱가포르 정상회담에서 한 약속을 이행하기 위한 것으로, 앞서 김정은은 이미 한국에 (비핵화) 약속을 했고 비핵화를 진행시키는 것은 여전히 미국의 최우선 순위라는 설명입니다.

볼튼 보좌관은 비핵화 시간표를 1년으로 잡은 것은 김 위원장의 약속이라는 점을 거듭 분명히 했습니다.

[볼튼 보좌관] “And Kim Jong-un said yes. So the one year period that we’ve talked about from the point where North Korea makes the strategic decision to denuclearize is something that the North and South Koreans have already agreed to.”

비핵화하겠다는 전략적 결정을 내린 시점으로부터 1년 안에 이를 이행하는 것은 남북한이 이미 합의한 것이라는 설명입니다.

볼튼 보좌관은 문재인 한국 대통령이 4월27일 판문점에서 김정은 위원장과 만나 비핵화를 신속히 할수록 일본, 한국의 대외 원조와 많은 나라들의 해외투자 혜택을 더 빨리 얻을 수 있다고 지적했다고 말했습니다.

[볼튼 보좌관] “On April the 27th at Panmunjom, Kim Jong-un met with President Moon Jae-in of South Korea and at that meeting, as President Moon reported to us, President Moon pointed out that the more rapidly North Korea denuclearizes, they sooner could come the benefits of openness to foreign aid from Japan and South Korea, foreign investment from many number of countries.”

이어 문 대통령은 비핵화를 1년 안에 하자고 제안했고 김 위원장은 알겠다고 답했다고 전했습니다.

그러면서 트럼프 대통령이 나선 것은 김정은에게 문을 열어놓기 위해서이며, 미-북 간 싱가포르 정상회담은 바로 이 일에 관한 것이었다고 말했습니다.

[볼튼 보좌관] “And - and why is that significant? President Trump has gone out of his way to hold the door open for Kim Jong-un, that’s what the Singapore meeting was about.”

북한에 전략적 결정을 내릴 시간을 얼마나 줬으며 북한이 그 의미를 이해하고 있느냐는 사회자의 질문에는, 그들이 이해하지 못한다고 믿기 어렵다고 답했습니다.

[볼튼 보좌관] “It’s hard to believe they don’t understand it. Secretary Pompeo has done extraordinary follow up diplomacy after the Singapore meeting. As I say, we expect that’s going to resume in the near future. It’s a hard task, I don’t envy him, but he’s worked very hard at it to pursue President Trump’s goal of getting North Korea denuclearized.”

아울러 폼페오 장관이 싱가포르 정상회담 이후 대단한 후속 외교 활동을 벌이고 있고 가까운 미래에 회담이 재개될 것으로 기대한다고 밝혔습니다. 그러면서 폼페오 장관이 북한을 비핵화시키려는 트럼프 대통령의 목표를 추구하기 위해 매우 열심히 일하고 있다고 설명했습니다.

볼튼 보좌관은 미국이 얼마나 더 인내해야 하느냐는 질문에, 북한이 스스로의 약속을 지킬 것으로 기대한다고 거듭 강조했습니다.
